Guidelines

The Incremental Ethane Extraction Program (IEEP) Guidelines , have been revised as of July 16, 2010. The guidelines describe the principles involved in implementing Alberta's incremental ethane extraction policy and its associated regulation.

It also describes the procedures that will be used by petrochemical companies to apply for and earn credits for consumption of incremental ethane in the manufacturing of value-added products in Alberta.

The next Application Season is currently planned for April 1 through May 31, 2011. The Department will be posting the descriptions of project applications as they are received during each application season on this page.

There are currently two projects operating under the Incremental Ethane Extraction Program. The Department of Energy received three 2011 and two 2010 applications for new incremental ethane sources.

Current Operational Projects

Name: Rimbey Ethane Extraction Project

Applicant: Dow Chemical Canada Inc.

Project Description: The Rimbey Ethane Extraction Project, operated by Keyera Energy Partnership, involves the installation of equipment and modification of existing processes at the Rimbey Gas Plant to optimize the extraction and removal of ethane. This facility is in service.

Project Volumes: The estimated incremental ethane extraction level is 5,000 barrels per day (795 cubic metres per day). 

 Name: Empress V Deep Cut Project

Applicant: Dow Chemical Canada Inc.

Project Description: Empress V Deep Cut Project, operated by BP Canada Energy Resources Company and Cochrane/Empress V Partnership, are undertaking a construction project intended to increase the ethane recovery of existing extraction at the Empress V Plant. This facility is in service.

Project Volumes: The estimated incremental ethane extraction level is 7,000 barrels per day (1,110 cubic metres per day).

 

Name: Musreau Deep Cut Project

Applicant: Dow Chemical Canada Inc.

Project Description: The Musreau Deep Cut Project involves the installation of equipment and modification of existing processes to optimize the extraction and removal of ethane.

Project Volumes: The estimated incremental ethane extraction level is 6,000 barrels per day (955 cubic metres per day).

2011 Applications

Name: Harmattan Plant Co-Stream Project

Applicant: NOVA Chemicals Corporation

Project Description: The Harmattan Plant Co-Stream Project involves the installation of equipment and modifications to the existing gas plant, as well as some amount of pipeline infrastructure, to optimize the extraction and removal of ethane.

Project Volumes: The estimated maximum ethane extraction level is 12,000 barrels per day ( 1,900 cubic metres per day). 

 Name: Scotford Fuel Gas Recovery Project

Applicant: Shell Chemicals Canada Ltd.

Project Description: The Scotford Fuel Recovery Project involves the installation of various equipment and modification of existing processes to optimize the extraction and removal of ethane from the Scotford refinery.

Project Volumes: The estimated incremental ethane extraction level is 1,200 barrels per day (190 cubic metres per day). 

2010 Applications

Name: Hidden Lake Streaming Project

Applicant: NOVA Chemicals Corporation

Project Description: NOVA Chemicals Corporation, in conjunction with NOVA Gas Transmission Ltd., proposes implementing a gas pipeline valve and piping cross-over installations project that will direct NGL rich natural gas to Alberta based extraction plants.

Project Volumes: The estimated incremental ethane extraction level is 1300 barrels per day (205 cubic metres per day).

Estimated In-Service Date: Quarter 3/4, 2011 

Name: Williams Off-gas Ethane Extraction Project

Applicant: NOVA Chemicals Corporation

Project Description: Williams Energy intends to supply ethane to NOVA Chemicals Corporation from their off-gas facility in Redwater. This project will provide for the necessary equipment to be able to capture ethane and ethylene out of the off-gas.

Project Volumes: The estimated incremental ethane extraction level is 10,000 barrels per day (1580 cubic metres per day).

Estimated In-Servce Date: Quarter 4, 2012 

Modifications to Existing Applications

Name: Hidden Lake Streaming Project

Applicant: NOVA Chemicals Corporation

Modification: NOVA Chemicals Corporation, after testing gas composition from the streaming of rich gas, is requesting that the estimated volumes from the project be increased from 1,300 barrels per day to 2,500 barrels per day of incremental ethane.
