Information bulletin, Government releases report into allegations concerning ethane program

The report outlines a lengthy and inclusive stakeholder consultation process that establishes that all industry players had the same access to the same information at the same time.

Guidelines
The Incremental Ethane Extraction Program (IEEP) Guidelines
, have been revised as of July 16, 2010. The guidelines describe the principles involved in implementing Alberta's incremental ethane extraction policy
and its associated regulation.
It also describes the procedures that will be used by petrochemical companies to apply for and earn credits for consumption of incremental ethane in the manufacturing of value-added products in Alberta.
The next Application Season is currently planned for April 1 through May 31, 2011. The Department will be posting the descriptions of project applications as they are received during each application season on this page.
There are currently two projects operating under the Incremental Ethane Extraction Program. The Department of Energy received three 2011 and two 2010 applications for new incremental ethane sources.

Name: Harmattan Plant Co-Stream Project Applicant: NOVA Chemicals Corporation Project Description: The Harmattan Plant Co-Stream Project involves the installation of equipment and modifications to the existing gas plant, as well as some amount of pipeline infrastructure, to optimize the extraction and removal of ethane. Project Volumes: The estimated maximum ethane extraction level is 12,000 barrels per day ( 1,900 cubic metres per day). |

Applicant: Shell Chemicals Canada Ltd. Project Description: The Scotford Fuel Recovery Project involves the installation of various equipment and modification of existing processes to optimize the extraction and removal of ethane from the Scotford refinery. Project Volumes: The estimated incremental ethane extraction level is 1,200 barrels per day (190 cubic metres per day). |

Name: Hidden Lake Streaming Project
Applicant: NOVA Chemicals Corporation
Modification: NOVA Chemicals Corporation, after testing gas composition from the streaming of rich gas, is requesting that the estimated volumes from the project be increased from 1,300 barrels per day to 2,500 barrels per day of incremental ethane.
