Alberta Energy's decision to cancel a Crown mineral rights agreement will be made if the Minister of Energy determines that it is no longer in the public interest for further exploration for or development of Crown oil sands, petroleum and natural gas, coal or metallic and industrial minerals.

Because compensation is for a specific Crown mineral agreement, all applications for compensation will be subject to a concept and financial audit to ensure that claimed costs have been fairly and reasonably expended by a lessee during the qualifying period (for development costs) or eligibility period (for reclamation allowance) and are directly associated with the agreement, or portion of an agreement, to be cancelled.
Costs determined not fair or reasonable or not directly associated with an agreement, or portion of an agreement, that is to be cancelled, or that fail to meet the evidentiary standards required by the Mineral Rights Compensation Regulation will not be included in the compensation amount.
All applications must be submitted using the Application for
MRCR Compensation form, it is an Excel spreadsheet that companies must complete with all required transaction details.
Applications for compensation are to be made on a
per-agreement basis. In other words, an application for compensation must be received for each agreement, or portion of an agreement, that is subject to cancellation even if the designated representative/lessee has been sent a notice for multiple agreements.
Applications for compensation are to be submitted electronically.
